A local’s perspective
Getting to know Lockport / Pendleton / Wheatfield.
This page covers four neighbouring municipalities in Niagara County: the City of Lockport, which is the county seat, the Town of Lockport that surrounds it, and the towns of Pendleton and Wheatfield to the south and west. Their combined 2020 census population was 67,112 — 20,876 in the city, 20,563 in the Town of Lockport, 18,638 in Wheatfield and 7,035 in Pendleton.
Lockport takes its name from the Erie Canal locks built to carry boats up the sixty-foot drop of the Niagara Escarpment. The original double flight of five locks was completed in 1825; two larger modern locks, 34 and 35, replaced one side in 1918, and the remaining Flight of Five, Locks 67 through 71, is the largest intact section of the historic canal. Lockport was incorporated as a city in 1865.
The Town of Lockport was established in 1824 from the towns of Cambria and Royalton. Pendleton was set apart from the town of Niagara in 1827 and is named for Sylvester Pendleton Clark, one of its first settlers. Wheatfield was formed from the town of Niagara in 1836 and takes its name from its clay loam soil, which was well suited to growing wheat. Tonawanda Creek, the line between Niagara and Erie counties, forms the southern border of the Town of Lockport and of Pendleton.

The county seat
The City of Lockport is the seat of Niagara County, a city of 8.4 square miles and 20,876 people at the centre of the four municipalities on this page.
Built on the Flight of Five
The city exists because of the locks that lift the Erie Canal sixty feet up the Niagara Escarpment. Locks 67 through 71, completed in 1825, are the largest intact section of the historic canal, and modern Locks 34 and 35 still carry boats today.

Before you write an offer
The district follows the address, not the town name
Several districts cross these municipal lines, and a Lockport mailing address can sit in the city, the town or a neighbouring district. We confirm the assigned district and school for the exact address, in writing.
District and school assignments are set by the districts and can change. Nothing here is a rating or a recommendation of any school. Verify the assignment for a specific address with the district before you rely on it — or ask us and we will confirm it in writing. See the New York State Fair Housing Notice.

HOAs and associations
Whether Lockport comes with dues.
Across the city and the three towns, most single-family property carries no homeowners association. Where one applies it is usually a condominium, townhome or planned-subdivision association.
- Where an association does apply, we pull the documents, the current dues and any special assessment on file before you commit — not after the inspection period has already started.
- A City of Lockport address carries city taxes and city services; the three towns each carry their own. Not an HOA, but the line people most often mistake for one here.
- On larger rural lots the questions that matter are rarely dues. Septic, well or public water, easements and drainage are what decide the real cost of a property.
- Dues and coverage vary by association and change year to year, so we quote them from the current documents for that specific property.
New construction
Building new in Lockport.
With the city at the centre and about 100 square miles of town land around it, a new home here can be a subdivision house in one of the towns or a custom build on a purchased parcel.
- On a build-on-your-own-lot, percolation, septic approval and the distance of the utility runs decide the budget long before finishes do.
- Each of the three towns has its own zoning, permits and setback rules. They are worth confirming with the right town before you commit to a parcel, not after.
- A builder’s on-site agent represents the builder. Bring your own representation to the first visit; on most builder contracts you cannot add it afterwards.

Live, not last quarter
The grid above is the market.
There is no median price or days-on-market figure printed on this page on purpose. Those move week to week, and a number typed into a web page last quarter is a number that will be wrong when you need it. What is on this page is the live MLS feed for Lockport, updated as listings change.
The rest of the picture — what has actually been selling, what it sold for, how long it sat, and the disclosures and sale history that public portals do not publish — comes from the MLS, and we will walk you through it for the streets you are looking at.

What your Lockport home is worth today.
An instant estimate is a starting point, not a price. It does not know what you did to the kitchen, and it does not know what the house three streets over actually closed at. Start with the estimate, then we will price it against the real comparable sales.
Questions
Lockport / Pendleton / Wheatfield, answered.
The questions buyers and sellers actually open with, answered straight rather than hedged.
What school district is Lockport, Pendleton or Wheatfield in?
It depends on the address. Lockport City School District serves the city and most of the Town of Lockport; Starpoint Central covers almost all of Pendleton and sections of Lockport and Wheatfield; Niagara-Wheatfield Central serves the towns of Niagara and Wheatfield. Akron Central, Newfane Central and Royalton-Hartland Central also draw from edges of the Town of Lockport. We confirm the assigned district and school for a specific address before you make an offer.
Is Lockport a city or a town?
Both exist, and they are separate municipalities. The City of Lockport, incorporated in 1865, is the Niagara County seat; the Town of Lockport, established in 1824, surrounds it on every side. They have different governments, different tax bills and largely different services, and a Lockport mailing address does not by itself say which one a property is in.
What are the hamlets in Pendleton and Wheatfield?
Pendleton's hamlets include Pendleton Center on Route 270, Wendelville near Tonawanda Creek, Mapleton, Beach Ridge and Hoffman. Wheatfield's include Bergholz, Shawnee, St. Johnsburg, Walmore and Sawyer. None of them is separately incorporated; each is governed by its town.
